中文纳入埃塞俄比亚国民教育体系的路径分析

摘要:

中文纳入海外各国国民教育体系是国际中文教育深度发展的重要标志。尽管埃塞俄比亚中文教育已初具规模,但尚未纳入该国国民教育体系。针对这一问题,通过文献梳理和调查研究,对中文纳入埃塞俄比亚国民教育体系的可能性和可行性展开分析。研究认为,2023年中国埃塞两国外交关系的全面升级、埃塞2023教育与培训新政的发布以及中文教育十余年的发展为中文纳入埃塞俄比亚国民教育体系提供了时代机遇、政策空间和实践基础,但也面临着政府层面缺乏明确的中文相关语言政策支持以及中文教育资源短缺的关键性挑战。文章提出,应把握埃塞中文教育发展新机遇,因地制宜,积极探索中文纳入埃塞俄比亚国民教育体系的特色化发展道路,寻求中文纳入海外国家国民教育体系在非洲地区的创新发展。

Abstract:

The incorporation of Chinese in the national education systems of overseas countries serves as a significant indicator of the in-depth development of international Chinese language education. In response to the issue that Chinese language education has not yet been incorporated into Ethiopia′ s National system, this study investigates the possibility and feasibility of such incorporation. The research suggests that the comprehensive upgrade of China-Ethiopia diplomatic relations in 2023, the release of Ethiopia′s new education and training policy(2023), and more than a decade of development in Chinese language education collectively provide temporal opportunities, policy space, and practical foundations for including Chinese in the Ethiopian National education system. However, it faces critical challenges such as the absence of explicit government-level language policies supporting Chinese and a shortage of Chinese language educational resources. It is therefore imperative to seize the emerging opportunities for the development of Chinese language education in Ethiopia,adapt measures to local contexts, actively explore distinctive development paths, and seek innovative developments for incorporating Chinese in African countries′ National education systems.
